Papers read together, around one question.
An enquiry is a working order rather than a new document. The question is stated, the papers bearing on it are named, and the answer goes no further than the papers do.
An enquiry gathers papers already held and states a question about them. Where the papers answer part of it, the answer is printed with the papers it rests on. Where they do not, the difference is printed as a difference and left as it stands.
